Most casinos won’t let you "run it twice" either.
Those casinos that DO allow you to "run it twice" would likely only do it for higher stakes games. For those games, it’s up to the players as to how many times the players want to run it.
It also would depend, (hard to believe "it depends" once again comes into your questions), on WHEN the "all in" happened. If there are 10 players at a table, and the "all in" happens PRE-FLOP, then you still need 8 more cards! (Burn, 3 Flop cards, burn, Turn, burn, River.) Technically, there are just enough cards left in the deck to run it 4 times.
If there are 10 players and the "all in" happens after the flop comes out, then you still only need 4 more cards. (Burn, Turn, burn, River.) In that case, you could technically still run it 7 more times which would use every card in the deck.
If there are 10 players and the "all in" happens after the Turn card, then you only need TWO more cards. (Burn & River.) Technically you could run it 13 times and use every card in the deck.
With that said, that would be preposterous. On television I’ve only seen it run 4 times on 1 occasion. All other times it’s only run twice at the most.
In most cases, it would be ludicrous to run it more than twice. Again - the bottom line is that WHEN the casino allows it, it’s up to the players to decide how many times to run it. Typically, it’s silly to go more than twice.
***By the way - "Running it twice", (or more), doesn’t have to do with making it more fair in the long term. The long term will take care of itself and will ultimately be fair. Winning players will win in the long term, and losing players will lose in the long term. "Running it twice" is clearly an attempt to make it more fair in the SHORT TERM.
If you have a SET versus someone else’s open ended straight flush draw is only around a 58% favorite on the flop. If this same situation presents itself to you 100 times, you should win about 58 of the times. That’s FAIR in the LONG TERM. If you are allowed to "run it twice", the SHORT TERM fairness would come into play. MOST of the times you would chop it up. A few times you’d win it all. VERY few times the other guy would win it all. Short term would be somewhat more fair, because most of the times you’d split it. Eventually the long-term would kick in to make it completely fair to the Set.

What do you mean by run it?
The only thing I can think of is in draw poker you mean that you use all of the cards. Which is why they always keep the numbers low in such types of games.

@pdq - I know exactly what hand you’re talking about, running 4 times.
Sucks for Hellmuth hahaha.
Also, pdq answered it would be ludicrous to run it more than twice. I like either running it once or thrice, as I don’t like splitting the pot often. Personal choice.
